Not all SED politicians and apparatchiks were punished because of the complex political and social dynamics at play during the transition from East Germany to a unified Germany. Some individuals may have been able to demonstrate that they were not directly involved in human rights abuses or other criminal activities, while others may have been granted amnesty or leniency as part of political negotiations. Additionally, the sheer number of individuals involved in the SED regime made it logistically difficult to prosecute everyone, and there may have been a desire to promote reconciliation and stability in the newly unified country. **
